Deal DescriptionThe Department of Community Affairs and Economic Development of the state of Delaware issued the pollution control bonds to provide funds for the acquisition, construction, and installation of air and water pollution control facilities at Diamond Shamrock Corporation's (the Company) plant complex, which was used for the manufacture of chlorine, caustic soda, and polyvinyl chloride and located near Delaware City, Delaware. The industrial bonds were issued to provide a portion of the funds for the acquisition, construction, and installation of certain machinery and equipment at the company's plant complex. The pollution control project's systems and equipment included installation of an end-box handling system, mercury-collection systems, cooling water cell units, sludge-handling systems, vent systems, and other necessary equipment. The industrial project consisted of certain industrial facilities constructed for the purpose of improving the electrical distribution system and increasing the dry air capacity at the Company's plant complex. This included the installation of transformers, switchgear, compressing and drying equipment, and other related equipment.
